ISO/IEC 17025:2017 — Competence of Testing and Calibration Laboratories
- Record: quality-reliability-std-005 — ISO/IEC 17025:2017, General requirements for the competence of testing and calibration laboratories
- Issuing body: ISO/IEC (CASCO); accreditation by national accreditation bodies (e.g., A2LA, UKAS, DAkkS) under the ILAC mutual recognition arrangement
- Jurisdiction: International
- Record type / importance: standard / flagship
- Last verified: 2026-09-30
What it is
The standard laboratories get accredited to — the basis on which a test or calibration result is accepted as technically competent by regulators, customers, and courts worldwide. Unlike ISO 9001 (a management-system certification), 17025 accreditation attests to technical competence for specific tests/calibrations: the methods, equipment, personnel, and uncertainty budgets behind each result. ILAC mutual recognition means an accredited result in one member economy is accepted in the others — the passport for test data in global trade.
Scope: who/what it applies to, triggers, thresholds
- Testing and calibration laboratories of any size, first/second/third party — including in-house labs whose results support product release, regulatory submissions, or contractual acceptance.
- Trigger: customer or regulatory requirement that results be accredited (common in automotive, aerospace, medical device, environmental, and construction-materials testing); legal-metrology contexts; or commercial differentiation.
- Accreditation is granted per scope — a defined list of tests/calibrations with methods and measurement ranges. A lab is only "17025 accredited" for what's on its scope.
Key requirements and compliance obligations
- Management requirements (Clause 8): two options — Option A (17025's own management system) or Option B (an ISO 9001-compliant QMS covering the lab). Document control, corrective action, internal audit, management review.
- Technical requirements (Clauses 6–7): personnel competence (authorized, trained, monitored), facilities/environmental conditions, metrological traceability (unbroken calibration chain to SI units), validated methods, sampling, handling of test items, and — the signature requirement — measurement uncertainty evaluation for calibrations and where relevant for testing.
- Proficiency testing: regular participation in interlaboratory comparisons to demonstrate ongoing competence.
- Reporting: accredited test/calibration certificates with required content, including uncertainty statements and traceability identification; strict rules on opinions, interpretations, and use of the accreditation mark.
- Impartiality and confidentiality (Clause 4): structural requirements — risks to impartiality must be identified and managed, which constrains labs embedded in manufacturing organizations.
Penalties and consequences
- Voluntary standard — consequences run through accreditation: suspension or withdrawal of accreditation after failed assessments, which voids the market acceptance of the lab's results and typically triggers customer contract clauses. Regulatory submissions resting on non-accredited data can be rejected.
Version/edition status and LIVE changes (verified 2026-09-30)
- ISO/IEC 17025:2017 remains current. CASCO's systematic review cycle has not produced a revision as of Sept 2026; the 2017 edition (which introduced risk-based thinking and the Option A/B management structure) is stable. No revision project is publicly announced — flag any "17025:202x coming" claim for verification.
- Live context: accreditation bodies continue tightening decision-rule (ILAC G8) application — how measurement uncertainty is factored into pass/fail statements — and remote-assessment practices matured post-2020 remain in use. Digital calibration certificates (DCC) and machine-readable accreditation scopes are the active modernization front.
Related certifications (Quality/Reliability flagship/license)
- ASQ CQE (quality-reliability-cert-001): metrology, calibration systems, and measurement-system content directly applicable.
- ASQ CQA (quality-reliability-cert-003): auditing competence used for internal audits and accreditation-body assessments.
- Note: laboratory assessor competence is conferred by accreditation bodies themselves, not by the catalogue's certifications.
Honest flags
- No public revision project verified as of Sept 2026; the "stable" characterization reflects absence of announcements, which is weak evidence — re-check before citing in a planning document.
