ISO 45001:2018 — Occupational Health and Safety Management Systems

  • Record: safety-hse-std-001 — ISO 45001 Occupational Health and Safety Management Systems
  • Issuing body: ISO (developed with ILO involvement); certification via accredited certification bodies
  • Jurisdiction: International
  • Record type / importance: standard / flagship
  • Last verified: 2026-09-30

What it is

The global certifiable standard for occupational health and safety management — the successor to OHSAS 18001 (withdrawn 2021). It gives organizations a systematic way to prevent work-related injury and ill health: hazard identification, risk assessment, worker participation, and continual improvement, in the familiar Annex SL structure shared with ISO 9001/14001. For safety engineers it is the management-system wrapper around everything else in the HSE portfolio — the thing that turns a collection of procedures into an auditable system.

Scope: who/what it applies to, triggers, thresholds

  • Any organization, any size, any sector — the standard is deliberately sector-neutral.
  • Trigger: commercial (client/contractor prequalification, multinational corporate policy), regulatory-adjacent (demonstrating "suitable and sufficient" arrangements under regimes like the UK HSWA or EU Framework Directive), or strategic (reducing incident rates and insurance costs).
  • No thresholds — scales from a 10-person contractor to a multinational.

Key requirements and compliance obligations

  • Context and leadership (Clauses 4–5): top-management accountability for OH&S; a health-and-safety policy; defined roles. Leadership cannot delegate the accountability away.
  • Worker participation and consultation (Clause 5.4): the standard's signature emphasis — non-managerial workers must participate in hazard identification, risk assessment, incident investigation, and system development. Auditors test this substantively, not as a paper exercise.
  • Hazard identification and risk assessment (Clause 6.1.2): ongoing, proactive processes covering routine/non-routine activities, human factors, and changes — the hierarchy of controls (elimination → substitution → engineering → administrative → PPE) as the decision framework.
  • Legal and other requirements (Clause 6.1.3): maintain a register of applicable OH&S legislation and evaluate compliance — this is where OSHA 1910/1926, MSHA, EU directives, and local regulations get wired into the management system.
  • Operational control and emergency preparedness (Clause 8): management of change, contractor coordination, procurement controls, and emergency response planning/testing.
  • Performance evaluation (Clause 9): monitoring, incident investigation (root-cause, not blame), internal audit, management review; continual improvement (Clause 10) with corrective-action discipline.

Penalties and consequences

  • Voluntary standard — no statutory penalties. Consequences: failed prequalification (many owners/EPCs require 45001 of contractors), lost bids, insurance/contractual disadvantage, and — in incident litigation — the absence of a recognized OH&S system undermines the "reasonable employer" defense.

Version/edition status and LIVE changes (verified 2026-09-30)

  • ISO 45001:2018 remains the current edition. A revision cycle is the open question: ISO standards undergo systematic review every 5 years; as of Sept 2026 no new edition has been published. Practitioner discussion anticipates alignment work (including potential integration of psychosocial-risk and climate-related considerations), but nothing is confirmed — flag any "45001:202x" claim for verification against iso.org.
  • Live context: the 2021 migration deadline from OHSAS 18001 is long past — any organization still citing OHSAS 18001 is out of date. Amendment 1:2024-style climate-change insertions (as applied to 9001/14001) are the pattern to watch for 45001.
  • CSP (safety-hse-cert-001): BCSP's flagship — safety management systems are a core CSP domain.
  • NEBOSH IGC (safety-hse-cert-009) / IDip (safety-hse-cert-010), CMIOSH (safety-hse-cert-011), COHSP (safety-hse-cert-013): all test OH&S management-system content built around the 45001 model.
  • CIH (safety-hse-cert-002), CHMM (safety-hse-cert-003): industrial hygiene and hazmat competence feeding the standard's health-risk and chemical-management elements.

Honest flags

  • Revision-status statements reflect absence of published announcements; ISO's committee work is not always publicly visible in advance.
